Born in Blackpool, Willoughby came through the Fleetwood Town Academy, before joining non-league side Clitheroe.
His performances at Shawbridge earned him a move to FC United of Manchester, where he netted 19 goals in his debut in the sixth tier.
Two years with AFC Fylde were followed by a campaign with York City, as his tally of 11 goals helped the Minstermen win the National League North play-offs.
Willoughby joined Chester in the summer of 2022, and found the net on 27 occasions, with the club narrowly missing out on promotion.
