The experienced midfielder joins Latics on a one-year deal with an option of a further year.
The 34-year-old is a product of the Manchester United academy and he made his professional debut in 2003. The skilful winger made 17 appearances for Manchester United, which includes 2004 and 2007 FA Community Shield games.
He brings a lot of Football League experience with spells at Burnley, Bolton Wanderers and Sheffield Wednesday.
Eagles last played for Ross County in Scotland, where he made eight appearances. In 2017, he played for Port Vale and scored four goals in 20 matches.
