The Counter Terrorism & Security Act (2015) & the Prevent Duty

Prevent is one of the four elements of CONTEST, the government’s counter-terrorism strategy. It aims to stop people becoming terrorists or supporting terrorism. 

The Prevent strategy:
  • Responds to the ideological challenge we face from terrorism and aspects of extremism, and the threat we face from those who promote these views. 

  • Provides practical help to prevent people from being drawn into terrorism and ensure they are given appropriate advice and support. 

  • Works with a wide range of sectors (including education, criminal justice, faith, charities, online and health) where there are risks of radicalisation that we need to deal with. The strategy covers all forms of terrorism, including far right extremism and some aspects of non-violent extremism.

 The Counter Terrorism & Security Act (2015): 

This Act places a duty on specified authorities including schools, Further and Higher Education, and as Oldham Athletic (2004) Association Football Club Limited (OAFC) works in partnership with schools and colleges we recognise our responsibilities in having due regard to the need to prevent people from being drawn into terrorism (the Prevent duty).

At OAFC, we are committed to supporting vulnerable young people, adults at risk and participants through our safeguarding policies and procedures and recognise that this will support the Club / Academy’s contribution to the Prevent duty.

At OAFC, we build young peoples’ resilience to radicalisation by promoting values such as tolerance and understanding of other peoples cultures and enabling our participants to challenge extremist views. 

The Club / Academy has engaged positively with appropriate training to ensure all staff have the skills and knowledge to refer any concerns appropriately. Staff have been encouraged to do the online Channel General Awareness workshop. 

Referral for any issue concerning potential radicalisation or extremism should be managed as any other safeguarding referral. OAFC provides the lead for the Club / Academy on Prevent and can be contacted directly in relation to any concerns or for clarification on process.  Concerns will be referred to the local authority “Channel & Prevent Multi-Agency Panel Team.

This policy is in line with the Statutory Guidance Keeping Children Safe In Education Sept 23, All schools and colleges are subject to a duty under section 26 of the Counter-Terrorism and Security Act 2015 (the CTSA 2015), in the exercise of their functions to have “due regard to the need to prevent people from being drawn into terrorism.  This duty is known as Prevent.
